Add support to use VB projects not just C#

Surprised that no one else has voted for this one.
I have a client who uses a number of off-shore partners who use VB.NET and will not switch over to C#. Thier developer base is largely ex-VB6 developers. Having this repository generate VB.NET code would speed its adoption at these partners and lower my client's support costs with standardized code for data access.

jiwasz started the VB.NET support by creating all the recipes and translating some of the C# t4 templates to VB.NET. This was a while ago, and the VB.NET templates are out of date. I am continuing jiwasz work, by recreating the VB.NET t4 templates again based on the latest version of the C# ones. However, the C# t4 templates are still changing due to the final changes for our upcoming official release. So, I have to put this task on hold for a week or so until the C# work is complete, and then finish the VB.NET.
